PETITION FOR WRIT OF MANDAMUS DENIED; MOTION FOR STAY DENIED AS MOOT
On September 15, 2026, relator Colonel (ret.) Victor H. Harris filed a petition for writ of
mandamus and an emergency motion for temporary stay. After considering relator’s petition for
writ of mandamus and the mandamus record, we conclude relator is not entitled to the relief sought.
Accordingly, relator’s petition for writ of mandamus is denied. See TEX. R. APP. P. 52.8(a).
Relator’s emergency motion for temporary stay is denied as moot.
