MILLS, JUDGE PRESIDING MEMORANDUM OPINION Appellant Joseph Leroy Phillips seeks to appeal a judgment of conviction for Possession of a Controlled Substance in Penalty Group 1. See Tex. Health & Safety Code ยง 481.115(b). The trial court has certified that (1) this is a plea-bargain case and Phillips has no right of appeal, and (2) Phillips has waived the right of appeal.
