Plaintiff-Appellee, Court for the Northern District of Illinois,
Eastern Division.
v.
No. 1:18-cr-00667-1
GARY L. HOWARD,
Defendant-Appellant. Steven C. Seeger,
Judge.
ORDER
Defendant-Appellant Gary Howard filed a petition for rehearing and for
rehearing en banc on October 9, 2026. No judge in regular active service has requested a
vote on the petition for rehearing en banc, and all members of the panel have voted to
deny the petition for panel rehearing.1 The petition therefore is DENIED. The opinion
issued on September 25, 2026, is amended as follows:
1 Circuit Judge John Z. Lee did not participate in the consideration of this
petition for rehearing.

In the first full paragraph on page 27, the second sentence is amended, and a
new third sentence is added, so it reads as follows:
The jury heard testimony that a confidential informant reached an agreement
through a middleman to buy 2 ounces of cocaine from Howard for $2,400. That
informant also testified that Howard passed drugs to the middleman, who passed them
to her.
