STATE OF LOUISIANA
versus
JON ANDERSON
IN RE JON ANDERSON
APPLYING FOR SUPERVISORY WRIT FROM THE TWENTY-FOURTH JUDICIAL DISTRICT
COURT, PARISH OF JEFFERSON, STATE OF LOUISIANA, DIRECTED TO THE HONORABLE
JACQUELINE F. MALONEY, DIVISION "D", No. 26-2419
November 03, 2026
Panel composed of Judges Susan M. Chehardy,
Scott U. Schlegel, and Timothy S. Marcel
WRIT DENIED
In this pro se writ application, relator, Jon Andersen, seeks
review of two district court rulings rendered on September 15, 2026,
which denied his motion for a bill of particulars and his motion to
quash the bill of information. For the following reasons, the writ
application is denied on the showing made.
On May 13, 2026, relator was charged by bill of information
with forgery, in violation of La. R.S. 14:72 (count one); filing or
maintaining false public records, in violation of La. R.S. 14:133 (count
two); and forgery of a certificate of insurance or insurance card, in
violation of La. R.S. 14:72.1.1(B)(1) (count three). Relator filed a
motion for bill of particulars on August 20, 2026, and a motion to
quash the bill of information on August 27, 2026. At a hearing on
September 15, 2026, the district court denied both motions and noted

relator’s objection. Relator filed his notice of intent to apply for
supervisory writs that same day. The district court set a return date
of October 15, 2026, and relator filed this writ application on October
21, 2026, six days after the return date.
Uniform Rules, Courts of Appeal, Rule 4-3, provides that an
application “not filed in the Court of Appeal within the time so fixed
or extended shall not be considered, in the absence of a showing that
the delay in filing was not due to the applicant’s fault.” Relator’s
application, filed six days after the return date, is untimely on its
face. He contends that the delay was not due to his own fault,
asserting that he was not served with notice of the signing of the
order setting the return date and first learned of it from standby
counsel on October 20, 2026. Relator attaches the clerk’s docket
activity list to show that other motions in the record were noted as
“signed and served,” while the order setting the return date bears no
notation of service.
Although the application was not filed within the return date
fixed by the district court, we need not resolve whether its
untimeliness is excused under Uniform Rules, Courts of Appeal, Rule
4-3, because the application fails on the showing made for the
following reasons.
A writ application “shall be accompanied by a complete record of
all evidence upon which the judgment is based,” and this Court may
deny writs “on the showing made” where the record is not furnished.
La. C.Cr.P. art. 912.1(C)(1); see City of Baton Rouge v. Plain, 433
So.2d 710 (La. 1983). Here, relator provided the minute entry but not
the transcript of the September 15, 2026 hearings, nor the police
report admitted under seal as Joint Exhibit 1, which the district court
reviewed in denying the motion for a bill of particulars. Without
them, we cannot review the arguments made, the reasons for the
rulings, or the exhibit the district court relied upon. See State v.
Gaines, 16-386 (La. App. 5 Cir. 7/12/16); State v. Washington, 24-351,
2
26-K-511
2024 WL 3823427 (La. App. 5 Cir. 8/15/24); Uniform Rules, Courts of
Appeal, Rule 4-5.
Accordingly, the application is denied on the showing made.
Gretna, Louisiana, this 3rd day of November, 2026.
